The nationwide shortage of silence has entered its third week with no resolution in sight, and strategic reserves are now described as fully depleted.
Officials have asked citizens to refrain from using silence except in emergencies, and to report any they find. Libraries have been closed as a precaution. Several rural counties report small pockets remaining, though these are being held for essential personnel.
The cause remains under investigation. A briefing was scheduled for Tuesday but could not be held.
